Türkiye launches new patent fee incentives for SMEs, AI innovators

Context: Türkiye has seen sustained growth in domestic patent filings, with applications rising 31% year over year in the first half of 2026. As previously reported (September 4, 2026 ip fray article), the country’s patent ecosystem is gradually shifting from portfolio development toward greater emphasis on commercialization and licensing.

What’s new: Türkiye has introduced targeted patent fee incentives aimed at reducing the cost of patent protection for small and medium-sized enterprises (SMEs) and supporting artificial intelligence (AI) innovation. Amendments to TURKPATENT’s 2026 fee schedule introduce a 75% reduction in three patent-related fees for qualifying SMEs filing their first patent application and a 50% reduction in expedited search report fees for qualifying AI inventions.

Direct impact: Qualifying SMEs face lower official costs when filing their first patent application, while applicants seeking expedited search reports for classified AI inventions benefit from reduced fees. Both incentives lower specific patent prosecution costs without extending to other application expenses.

Wider ramifications: The incentives reflect Türkiye’s efforts to encourage broader participation in patent licensing while prioritizing AI-related innovation. However, the longer-term impact on application volumes remains to be seen.
